Michele Shams

President & CEO

Michele has set out to develop Koury into the most reliable testing and inspection firm in Southern California. During her 12-year tenure with Koury she has served in several capacities including Accounting Manager, Corporate Controller and CFO.  Mrs. Shams was most recently name CEO of Koury in October 2018. Michele is highly involved with the day-to-day operations of the company and works closely with the entire Koury team to ensure exceptional service, reliable results, information our clients can trust and people that make a difference.


Dave Menefee

Senior Vice President & COO

Dave Menefee has over 30 years of experience in institutional, commercial, industrial project management and construction management as a Construction Manager/Project Manager/Resident Engineer/Licensed General Engineering Contractor and Master Inspector. His background includes business development, project controls, scheduling, cost estimating and budget management, construction document and specification oversight, construction management, constructability review, welding procedure review, nondestructive testing procedure review and post-construction/occupancy activities. Mr. Menefee has specialized in the Supervision of Concrete, Masonry, Post-tension Concrete and Structural Steel construction projects.  Mr. Menefee received the 2003 Distinguished Project Award for Construction Management of a Public Building from the Western Council of Construction Consumers (WCCC).


Nicole Miller

Vice President of Sales

Nicole is a passionate sales leader with over 25 years of sales and leadership experience.  Nicole leads a highly successful sales team and has developed a strategic sales plan to meet Koury ‘s objectives.  Nicole has laser-like focus on promoting sales growth and creating customer satisfaction for the organization. During her 5-year tenure with Koury she has served as a Business Development Manager, managing top revenue generating clients in the private and public sectors.  She was promoted to Vice President of sales in 2018. Nicole works closely with all departments of Koury to ensure leadership alignment, team member engagement and a cohesive, united team culture.


Justine Cezar, CPA

Controller

Justine joined Koury team in 2017. She is responsible for all aspects of the company financial and accounting management as well as human resources.
Justine has over 15 years of progressive accounting experience in construction, real estate, and engineering (structural, civil, and MEP) industries. She is experienced in revenue recognition and management, profit and cost analysis, internal controls, cash flows forecasting and budgeting. She has worked on corporate mergers, accounting software conversions and creating new entities.
She is a Certified Public Accountant licensed in California.


Jacques Roy

Geotechnical Engineer

Mr. Roy has more than 30 years of experience in geotechnical and civil engineering.  He is a registered Civil and Geotechnical Engineer in California, Colorado, and Alaska.  He has served as the Engineer-of-Record on more than 500 projects.  In addition, Mr. Roy has performed quality assurance for field construction, assigned and supervised laboratory testing, performed project management, cost estimating and supervised investigation and construction.  His duties also include reviewing geotechnical reports, transportation studies and computer models; preparing engineering calculation packages; performing difficult studies for foundations, earth retaining structures and ground stabilization; and providing special field observations and monitoring.


Armen Gaprelian

Geotechnical & Civil Engineer

Mr. Gaprelian has 25 years of experience; 15 years in geotechnical and engineering consulting, two and a half years in the cement and concrete industry, and two years in the residential construction industry. In his professional career, Mr. Gaprelian has been involved with projects such as transportation and infrastructure projects, various hospital projects, multistory commercial projects, various slope stability projects and other retail and commercial developments. For the past 15 years of his career, Mr. Gaprelian has been directly involved with managing and oversight of engineering as well as the construction phases of the various projects he has managed.


Rachel Baugh

Project Administrator

Ms. Baugh has over 15 years of construction experience which includes residential and commercial developments, state-governed healthcare, and educational facilities. She is an energetic professional with a knack for matching customers with optimal services to meet their specific needs. Rachel’s experience includes preparing numerous proposals, contracts, change orders, providing quality control on invoice-billing, monitoring project budget (cost controls), and preparing project status reports, with emphasis on maintaining outstanding client relations, including strategic direction, vendor relationships, and project planning. During her 11-year tenure with Koury she has served in the operations dept and later advanced to project manager/project administrator with the sales department. She visited project sites and facilitated team meetings, managed client requests and needs, organized necessary staff to address challenges and solve client concerns. Ms. Baugh administers projects from inception to completion maintaining an open line of communication for many high-profile clients to ensure smooth projects from beginning to end.


Connie Ray

Project Administrator

Constance is an enthusiastic professional with over 5 years of experience in the construction testing and inspection industry. She helps to build strong relationships with various clients while maintaining open lines of communication via on-site meetings, customer service, phone and email correspondences. Ms. Ray reviews bi-monthly invoicing, contracts with several municipalities, private and commercial developments. She manages construction progress and documentation in relation to the quality control scope. She prepares numerous proposals, oversees project cost controls and conducts thorough evaluations of change orders. In addition, she upholds extraordinary client satisfaction for many of Koury’s high-profile projects by proactively managing client requests and needs, organizing the necessary staff to address challenges and by addressing any client concerns. Ms. Ray also makes periodic project site visits and facilitates team meetings when needed.
