Key Staff Members

Richard D. Koury, President and C.E.O.Richard Koury, CEO, founded Koury Engineering & Testing in 1992, and has grown the team at Koury Engineering and Testing to include the best personnel in the industry, with over 130 employees. Having worked as a contractor, he is intimately familiar with the construction process; Mr. Koury also had a distinguished career as an inspector. He held inspection licenses in structural masonry, reinforced concrete, structural steel, and seismic rehabilitation and is on the City of Los Angeles’s deputy inspection advisory committee. Mr. Koury is a known face in the industry, and still maintains contacts with many clients in the Greater Los Angeles area.

Since this time in 1992, Mr. Koury has continued to hire only the most qualified personnel. Only those who are dedicated to the mission of becoming a valued project advisor that equally understands owner concerns and quality assurance requirements get to represent the Koury name. Mr. Koury continues to recruit top individuals on a regular basis to ensure all his projects are staffed with his very best.

Dave Menefee, Senior Vice President and C.O.O.Dave Menefee has over 30 years of experience in institutional, commercial, industrial project management and construction management as a Construction Manager/Project Manager/Resident Engineer, Licensed Contractor, and Inspector. His background includes project controls, scheduling, cost estimating and budget management, construction document and specification oversight, construction management and post-construction/occupancy activities and business development. Mr. Menefee has specialized in the Supervision of concrete, masonry and structural steel construction projects throughout California. Mr. Menefee is a certified member of the American Welding Society, the Society for Nondestructive Testing, International Code Council, the International Conference of Building Offiicals, American Concrete Institute, the National Concrete Masonry Association, and Journeyman Craftsman, Bricklayers and Stone Masons Union.

Mr. Menefee received the 2003 Distinguished Project Award for Construction Management of Cerritos Library from the Western Council of Construction Consumers (WCCC).

Tommy Wright, Vice President of Sales & MarketingMr. Wright oversees Koury’s Sales Department, including Project Management, Business Development, and our Estimating and Proposal Departments. In addition to leading all major pursuits, he is constantly seeking out new ways to bring new services to our clients; His role as a systems designer creates efficiencies resulting in faster deliverables and real time metric for our clients and staff. Mr. Wright also drives the company’s sales through market expansion, strategic alliances and brand development. All marketing materials and campaigns are also under his responsibilties.


Michele Shams, ControllerMs. Shams has construction management training and knows how to provide essential and orderly information to improve the course of the business. She previously controlled over 450 million dollars in construction loan payouts for a large bank, and has intimate knowledge of the construction and inspection process. Ms. Shams is responsible for all business accounting activities. She prepares financial statements, budget reports, forecasts, cost analysis, and all other financial reporting associated with business progress. She oversees all accounts receivable, accounts payable, and payroll processes. In addition to her work in accounting, she reviews contracts, project budgets, maintains certified payroll records and insurance certifications. Ms. Shams earned her Bachelor of Science from Cal Poly Pomona and earned a dual Master’s in Business Administration and Accounting and Financial Management from Keller Graduate School of Business Management. .

Jacques B. Roy, P.E., G.E. Mr. Roy has more than 30 years of experience in the geotechnical field, Mr. Roy has performed a wide variety of geotechnical investigations for earthwork design and construction, including roads, bridges, residential, commercial, recreational, and public facilities. He performs field investigations, data analysis, prepares laboratory programs, supervises laboratory testing, verifies test results and computations, interprets data, and performs geotechnical construction supervision, project management, technical review, and quality assurance. Mr. Roy’s geotechnical expertise includes shallow and deep foundations, conventional and post-tensioned slabs, precast driven and cast-in-place piles analysis, deep fill evaluation and monitoring, landslide evaluation and monitoring, liquefaction prediction, seismic evaluation, lateral pressure estimation, frost heave, expansive soils evaluation, observation and testing during construction, quality control and quality assurance of earthwork during construction.

Ray Roblero, Field and Operations ManagerMr. Raymond Roblero has over 6 years of management and construction experience. He reviews all inspection reports and works closely with the QA/QC Manager to coordinate field and laboratory services. He periodically makes planned and unplanned site visits to ensure inspectors meet the appropriate codes and standards for each project’s requirements. Mr. Roblero also supports all of Koury’s field personnel with either technical support or support to provided calibrated equipment to our technicians in the field. He also manages Koury’s Inspection Control System, which allows the project managers to provide real time budget breakdowns to our clients.

Chris Loera, QA/QC ManagerMr. Loera oversees all inspection personnel to assure all are properly trained to perform the tasks they are assigned. Mr. Loera assures that all testing equipment is properly calibrated and facilitates our accreditation testing with AMRL, ACE, City of Los Angeles, DSA and CCRL. Mr. Loera’s efforts assure Koury Engineering & Testing Services provides the best quality assurance and quality control for project inspection and material testing. Mr. Loera also wrote Koury’s Quality Control procedures that our lab and field personnel follow.


Rachel Russell-Baugh, Project ManagerMs. Russell-Baugh has extensive hands-on experience in project management, project cost controls and project operations. She administers many of Koury’s projects from inception to completion; often as the front line of communication between Koury and our clients. In addition, she ensures projects are completed on schedule, within budget and in accordance with the project plans and specifications. Her expertise in working with the clients by maintaining lines of communication via on-site meetings, customer service, and phone and e-mail correspondences has ensured a seamless project delivery time and time again. She has been instrumental in Koury building strong relationships with many clients.

Natassia Melendrez, Project Closeout ManagerMs. Melendrez has many years of experience working hand in hand with some our largest clients assisting them with project closeout. Ms. Melendrez interfaces with oversight agencies such as the Division of State Architect and the office of Statewide Health Planning and Development, clients, design teams, and project inspections in order to ensure the projects receive proper certification. She has worked with clients both in the private and public sector and constantly keeps herself abreast of any changes in codes and processes pertaining to project closeout.


Matin Noorzay, Staff EngineerMr. Noorzay has more than 10 years working experience in conducting and monitoring soils investigations at the job site He is experienced in soils investigations, drilling, logging and sampling. Mr. Noorzay has performed site investigations and observation and testing for over 40 school/college sites during the past five years. He has extensive experience in AC Marshall testing, as well as field inspection and testing of subgrade, base material and asphalt. He is currently involved with many areas of pavement reconstruction at the Port of Long Beach (Shore to Ship Power Project). He was extensively involved in street the rehabilitation project for the City of Brea, observing the grinding and testing the overlay of rubberized asphalt, as well as overseeing the construction of a public park (Field of Dream in the City of Perris, a 370-acre park with massive parking lots). Mr. Noorzay also has experience in mechanical and technical drafting.

Farzam Fathi, Chief Estimating EngineerMr. Fathi has had extensive experience in the construction industry over the last ten years. He has worked as an estimator, project engineer, Project Manager, and developer. This gives him a well rounded knowledge of the industry from inception to completion. Mr. Fathi has the ability to step in and help our Operations Manager with daily reports and inspection requests, as well as perform Quality Assurance on subcontractor’s work and reports. Currently, Mr. Fathi plays a large part in examining project plans and schedules to estimate budgets for new projects. He is available for pre-bids and site visits to better serve the project site and client. Mr. Fathi is a Master of Science in Construction Management from Cal State University, Long Beach. He has a Bachelor of Science in Civil Engineering Tehran University.

Armen Gaprelian, P.E., G.E., Senior EngineerMr. Gaprelian has over twenty years of experience: fifteen years in geotechnical and engineering consulting, two and a half years in the cement and concrete industry, and two years in the residential construction industry. In his professional career, Mr. Gaprelian has been involved with projects such as transportation and infrastructure projects, various hospital projects, multistory commercial projects, various slope stability projects and other retail and commercial developments. For the past 15 years of his career, Mr. Gaprelian has been directly involved with managing and overseeing the engineering as well as the construction phases of the various projects he has managed.


Edward Castellanos, P.E., G.E., Senior Engineer
Mr. Castellanos has more than 35 years of experience as an engineer and is an expert in geotechnical explorations; laboratory testing and analysis’ design recommendations; report and specification writing; construction quality control and assurance. Mr. Castellanos has his Master of Science in geotechnical engineering from the University of California, Berkeley. Mr. Castellanos has worked for the state, grading engineering registration examinations as a grader and for the City of Los Angeles reviewing geotechnical reports prepared by consultants. Mr. Castellanos is a highly qualified engineer with great management skills.
